What are sanctions?
Sanctions are restrictive measures imposed by governments or international bodies (UN, EU) to influence the behaviour of states, entities or individuals — typically by freezing assets, restricting financial transactions, banning trade in specific goods, or prohibiting travel. They are a foreign-policy and national-security tool, not a criminal penalty. Breaches are usually strict-liability offences carrying significant fines and imprisonment.
